How Parliament works
A clear structure with real responsibilities.
The Speaker leads parliamentary proceedings, supported by the First and Second Deputy Speakers. Majority and Minority leadership coordinate parliamentary business, while whips, clerks, committee leaders, ministers and Members of Parliament perform defined educational roles.
All titles apply to the YLP Global Model Government and do not constitute appointment or election to a statutory public office.
The leadership bench

Presiding leadership
Speaker, First Deputy Speaker and Second Deputy Speaker guide proceedings and uphold parliamentary order.
Caucus leadership
Majority and Minority Leaders, supported by whips, coordinate the business and discipline of their caucuses.
Parliamentary administration
The Clerk and supporting officers maintain records, notices, procedure and the orderly delivery of sittings.
Public endorsement
Mandatory voting benchmarks.
Registration provides provisional admission. The applicable verified public-voting benchmark confirms a participant’s seat in the model Parliament.

Participants who do not reach their benchmark by the Speaker’s announced deadline will lose their provisional seats because they will be considered not to have secured sufficient public or constituency endorsement.
